The Team

The Employment and Skills team is part of the Economic Development and Skills service as part of the Economy, Transport and Planning Directorate.  The team delivers unemployment programmes and related support, including health specific delivery.  The wider team is responsible for the development of the city’s business community, responsibilities include the Skills Strategy, Economic Development and Regeneration Strategy and the support of businesses, from Place and Markets to business support, including support for startup businesses, sustainable organisations and business growth, to increase businesses and employment opportunities in and around Portsmouth.

What is the role?

This unique post leads on the partnership between the NHS ICB (National Health service integrated care board), Public Health and the Employment and Skills service of PCC.  It supports the preparation and implementation of government funded unemployment programmes delivered through partnership.

Focused on addressing health inequalities through appropriate tri-party support for individuals undertaking work search or struggling with challenges to maintain employment, the role has a strategic focus on ensuring effective communication between the key delivery partners to ensure an effective experience for individuals.

Creating clear communication and referral pathways the post holder will focus on ensuring clear delivery pathways to support individuals and place health at the centre of the employment journey.  The post holder will consider employer engagement throughout the journey to employment as a key priority for the role.

Working closely with the ICB the role is hosted within PCC but will work practically across ICB sites to develop effective working relationships which are seen as key to the success of the programme.

The postholder will seek to, in partnership to apply a coordinated approach to meet local priorities and optimise its use. This will involve advising on technical aspects as well as identifying, coordinating and influencing stakeholders in considering how unemployment support can be redesigned for defined groups.

This role is also a key member of both the wider economic development team and supports all functions within the wider team to benefit the work of Portsmouth City Council and the ICB.

 

You would be responsible for:

Acting as lead for the preparation work to deliver Work Well and other unemployment support programmes through partnership between the delivery team (PCC) and the ICB as the key partner.
Review, plan and evaluate the delivery of unemployment programme referral pathways through effective partnership and communication between key organisations (including PCC, Public Health and ICB)
Identify and engage with appropriate referral sources (for example GP surgeries, Social Prescribers etc)
Maintain accurate records, including recording on secure Customer Relationship Management systems.
Analyse existing data and identify future needs to support programme delivery.
Plan and deliver appropriate training and support to ensure the engagement of different referral sources across the network.
Reporting progress to senior colleagues, up to and including the regional lead for Public Health.
Act as a bridge across the system to ensure knowledge sharing and exchange of skills across organisations.
Analyse population need (medical and social) by area allocate risks,
Complete reporting for DWP to meet funding requirements.
Lead on funding applications to support unemployment programmes working with team specialists as needed for sustainability of the wider service.
Preparing regular reports on progress
Act as key contact for external organisations on behalf of the Council, ICB and Public Health as a unified response
Develop effective relationships across the ICB area to support the development of appropriate relationships and referrals sources to support residents.

You need to have:

Qualifications:

Essential –

·       Educated to degree level (including appropriate vocational equivalents) related to the area of work.

Desired

Specialist CPD related the unemployment and health sectors
Educated to masters level (including appropriate vocational equivalents)
Experience:

Essential

·       Delivery and management experience for either unemployment programmes, or health care interventions appropriate to the focus of programmes

·       Excellent written and verbal communication skills

·       Formal report writing experience.

·       Strong people management skills, with experience of managing complex cross departmental relationships.

·       Knowledge of unemployment programmes and the impact of health on employment

·       Be able to interpret legislation and regulations to ensure the council promotes best practice.

Desired

·       DWP/unemployment programme or NHS delivery experience

·       bid writing experience.

·       Have good knowledge of economic growth initiatives and contribute to their development to support business needs.

·       Project management or change management experience.

·       Leadership ability to direct and motivate teams and partners.

·       Presentation skills to support the delivery of events and representation at local and national events to support the development of place.

·       Work flexibly, including some evenings and weekends to meet business demands.

·       Ability to travel independently around the area to meet business requirements.
