About Otterpool Park LLP

Otterpool Park is an exciting new Garden Town located in the Kent countryside, close to the coastal towns of Folkestone and Hythe.

The proposed development will answer the district’s growing housing demands and deliver the job opportunities and infrastructure a community of this scale needs, both now and in the future. The plans that have been put forward are supported by the Government, the Ministry for Homes, Communities and Local Government (MHCLG), and Homes England.

Our vision is to deliver a vibrant and sustainable new community that will become a template for 21st century Garden Town developments and contribute to the success of the Folkestone & Hythe district as a whole. An impressive 50% of the development will be green space, combined with up to 10,000 homes supported by the job opportunities, schools, shops, medical facilities and other amenities that a vibrant and sustainable new community needs. Our ambition is for the development to be delivered in phases over the next 30 years.

The Role of Independent Chair

We are seeking to appoint an Independent (non-executive) Chair to the Board of Otterpool Park LLP on a 4-year term. We are eager to hear from inspiring, driven individuals with excellent leadership skills and experience in one or more of the following areas:

•    Planning, design and delivery of award-winning large scale mixed use development
•    Legal, financial or other relevant experience of successfully delivering multi-million pound infrastructure / housing / new settlement delivery
•    Successful commercial operations
•    Business development
•    Development and delivery of services related to large scale communities

Candidates will be able to demonstrate a keen interest in delivering a sustainable, world class garden community within the Folkestone & Hythe district and be willing to represent Otterpool Park LLP at public events and meetings. Independent thinking and the ability to challenge constructively are essential, as is significant experience of working at board level or equivalent in a company, LLP, public or charitable organisation.

In addition, candidates will be expected to:

•    Provide robust scrutiny, committing to participate actively in Otterpool Park LLP business
•    Demonstrate the ability to think strategically and play a significant role in the company’s strategic direction
•    Demonstrate excellent communication skills, including the ability to engage and influence senior stakeholders
•    Take on ad hoc assignments where appropriate such as chairing sub-groups or task and finish groups
•    Support, advise and challenge the Directors
•    Assess external and internal risk factors
•    Monitor the reporting of performance and be satisfied with the integrity of financial information and that financial controls and systems of risk management and assurance are robust
•    Be forward looking, with a willingness to embrace change and innovation
•    Uphold high standards of integrity and probity.

The required time commitment is in the region of 2 days per month for which there is a fixed annual fee of £10,000 per annum.


It should be noted that a person cannot be appointed to the Board in an independent capacity if he/she:

•    Has been a member or employee of Folkestone & Hythe District Council at any time during the last 5 years;
•    Is a relative or close friend of an elected member or officer of the Council;
•    Is engaged in any party political activity;
•    Has any criminal convictions or be an un-discharged bankrupt; or
•    Has any significant business dealings with the Council.
