Housing Enabling and Development Officer Role

Housing Delivery Team, part of the Housing & Strategic Assets Service

Full time – 37 hours per week, Fixed Term until the end of March 2028

Are you passionate about delivering affordable homes to meet the needs of local communities?

Do you thrive on finding new opportunities to influence the best possible outcome for residents in housing need?

As Housing Enabling & Development Officer, you will be part of a small team responsible for delivering all forms of housing in Rother. Primarily, you will be responsible for providing vital enabling services to increase the provision of new affordable housing.

You will lead operational negotiations through the planning process, driving the delivery of affordable housing on sites across the district. Working in partnership with the Housing & Homelessness Partnerships Manager, Housing Development Manager, and the wider Housing Delivery Team, you will help shape and develop policy for affordable housing delivery.

This is a highly collaborative and outward-facing role, requiring close engagement with colleagues in Planning and Legal Services, alongside Landowners, Developers, Registered Providers, external agencies, and community groups. Through these partnerships, you will play a pivotal role in facilitating and maximising the delivery of affordable housing across the district.

You should be able to effectively manage projects, be experienced at balancing competing priorities. Education to degree level is preferred and you should have excellent communication and negotiation skills, be computer literate and have knowledge of affordable housing. Experience of working with Registered Providers, Developers, Contractors and Consultants is desirable, as is membership of the Chartered Institute of Housing (CIH).

The Council offers a supportive and inclusive working environment, with a strong commitment to employee development and wellbeing. Staff have access to a range of learning and development opportunities throughout their careers, including professional training where specific needs have been identified. Flexible working is embedded within our culture, helping colleagues maintain a positive work-life balance. In addition, we provide regular training, wellbeing initiatives, staff events, and a 24/7 Employee Assistance Programme to ensure employees feel supported both personally and professionally.
